Borussia Dortmund are leading the chase for Manchester City youngster Phil Foden, according to the Daily Mail.
The Bundesliga club can offer first-team football to the youngster, which is tough for Pep Guardiola with City's loaded squad.
But the report also claims that BVB believe they can land the youngster for development fee which could be as low as £175,000 while City struggle to get a new deal done for the 18-year-old.
