The game finished 1-1 in normal time and neither side could find a winner in extra-time at the Allianz Arena, meaning spot-kicks were required to decide the winner.
Bayern missed all four of their penalties, with Lahm slipping as he took his effort, leaving Ilkay Gundogan and Sebastian Kehl to convert and send Dortmund through 2-0.
"It may happen that you slip one time when taking a penalty but something like this in a semi-final is extremely bitter," he told ARD.
"We could have decided the game before but didn’t convert our chances. Congratulations to Borussia Dortmund."
Thomas Muller was also angry that his side did not take advantage of the chances they created and says they should have had a penalty when Marcel Schmelzer handled the ball in the box.
"We lost our structure for 10 or 15 minutes. Dortmund had some dangerous attacks in that time and scored. We had a good game, but didn’t score.
"It was a clear penalty for me. We played better than we feel now. The match against Barcelona in the Champions League next week is a different competition, it has nothing to do with the match tonight."
